Polishing and more bug fixes

Added:

• The ability to choose which boost policies to apply

• OpenHardwareMonitor is loaded/unloaded repeatedly

Made some more fixes which should increase reliability of power scheme changes

Changes in this release:

• Set boost to Efficient Enabled when it goes over the specified temperature to attempt to kick it out of the incorrect aggressive state
• Set boost to Disabled on exit
• Don't set the power state again if its already set to the desired value

First release

This is the first release. No installer nor any feature to automatically start on Windows startup. I don't know if this actually works well, so try at your own risk!
