• Fixes subworkflow and update all steps upgrade action

Why did you make this change?

Fixes #12024.

• I've included appropriate automated tests.
• This is a refactoring of components with existing test coverage.
• Instructions for manual testing are as follows:
  Follow Workflow Editor - Upgrade all workflow steps seems to be broken #12024.

Tests are stalled here but this is definitely the right fix.
