Various CI fixes and enhancements

• Replace deprecated Docker images for CircleCI, see https://discuss.circleci.com/t/legacy-convenience-image-deprecation/41034
• Add directories for auth label
• Add kind/enhancement label to Python dependencies update PRs
• Update GitHub action versions
• Split API tests in 2 jobs since they are the one taking the longest. This seems to reduce the workflow clock time from >2h15m to around 1h15m.
