Migrate more tool shed functional testing to Galaxy API #14693

This includes checking for updates and repository installation.

This means better testing of the endpoints we use from ephemeris and in the UI as well as the ability to delete a bunch of cruft I insisted we keep around just for testing (so that we would test the backend below aforementioned cruft).

How to test the changes?

  • I've included appropriate automated tests.
  • This is a refactoring of components with existing test coverage.
  • Instructions for manual testing are as follows:
    1. [add testing steps and prerequisites here if you didn't write automated tests covering all your changes]
