Same as gdsfactory/gdsfactory#2199 but for gplugins.
This PR enables pydocstyle checks in ruff (and consequently in the pre-commit hook) and fixes some of the existing failing checks.
Drafted until existing code is linted enough to not annoy new PRs touching the files.
