how to send a message directly to a channel?

I'm unclear why but I can't send a message directly to a channel.

this works

channel.join(`clients-${udpRoomUid}`);
...
udpServer.room(`clients-${packet.data.udpRoomUid}`).emit('addPeer', packet.data.helloPlayer);

but this does not

udpServer.connectionsManager.connections.get(packet.data.toChannelId).emit('authoritativeUpdate', packet.data)

Does a client need to be registered to a room before it can receive messages?
