What is the new feature about?

Make gefyra install (and other commands) runnable without a Docker host.

Why would such a feature be important to you?

I may run gefyra for DevOps on a machine without Docker host, or Docker (Desktop) is not started.

Anything else we need to know?

Super annoying. @SteinRobert Maybe something we can prioritize in the meantime?
