Sometimes a client has to change the number of Harvester's internal buffers but a GenTL Producer defines the minimum number and it can be varied.

Harvester should provide a way to the minimum number of the internal buffer that a client can set. Maybe it'd be enough just exposing the minimum buffer number that is reported by the target GenTL Producer.
