ALL OS, All DESKTOP Browsers

When a feature of an active layer has a tooltip, change mousepointer on mousover on features with tooltip (from arrow to a questionmark) ( I know, UTFGrid we dont' have have and won't do)

Work is planned in ol3 vector-api branch that will probably enable us to do this without utf grid. We will have the possibility to have hit detection for raster layers as well as vector layers. This promises to be fast enough to be used to satisfy exactly this feature.

I'm in contact with Eric regarding this. He'll let us/me know when a first version of this might be available.

Note: it is already available for vector layers (which we don't have), but the principle could be tested using this.

If it can't done with pure ol3 as stated by @gjn above : utfgrid

Tis PR looks very promising for the functionnality we want openlayers/openlayers#3172
