Which tools toggle on and continue to repeat and which need to be re-invoked for each repetition? #86

Measure and Identify toggle on and continue to perform the same function until they are somehow switched off. Select Features needs to be re-invoked every time that a selection is desired.

Should toggle on tools like Measure and Identify visually stay "on" in the icon until they are switched off?

Which tools should toggle on and which shouldn't?

Semi-related, which tools should have "Go" buttons and which should just automatically happen?

Master current reflects what we had in 2.X, or at least a reasonably faithful recreation. I'm open to discussion and even open to changing some of the model. With 10+ years of geomoose and 20+ years of similar desktop GIS products it is sometimes hard to convince users to think ahead or outside of the box on a tool they may use day-to-day, but if we need to change stuff now is the time to do it!

We did loose the visual indication of the active tool in the toolbar from 2.x to 3. (Although the checkboxes for selecting draw operations + the cancel button show the state).

I'm generally against more clicking so I like as much toggle on as possible so a user can keep repeating without setting up (clicks and mouse movement) again.

I don't like hitting "Go" for select (more clicks and mouse movement). At the conclusion of drawing the geometry, I want it to "Go" on its own. That is how I have config'ed some 2.# sites.

I do see how this can be a strong preference-based issue stemming from years of opinion. 😃
