This align the test data to the way it's encoded in android. More specifically, in Android the following flags are set: NO_WRAP | NO_PADDING

Recently we switched to a new crate for
base64data encoding/decoding (#1743).In doing so, a regression that discards unpadded base64 profiles was introduced.
This PR restores the expected behaviour.
