[Testnets] Make staging.gno.land consistent

Description

staging.gno.land network configuration is not consistent with other testnets:

• Currently the staging port is :36657, while all other testnets are open on :443.
• Chain ID is test3 which is confusing. I suggest we make it into staging.

Currently, it seems that the home page rendered on staging is not up to date - which is confusing. Is staging not supposed to follow the latest commit, with a state reset every ~60minutes?

@albttx can we check in on this and fix points mentioned above?

Unrelated: it would be great to include the commit/release version the testnets are running on, especially for Staging & Portal Loop.
