Saving with Ctrl+S when no scene loaded should save current script only #28653

Godot version: 3.1.1

Issue description:
Very often happens that I work with script when no scene is loaded. When this happen I can no longer save file with Ctrl+s, because this command want to save also scene
that is currently unavailable. I that scenario I can save script with Ctrl+Alt+S but it somehow cumbersome.
I would consider allowing saving just the script when scene is not loaded.
