KinematicBody: backport the setting moving_platform_apply_velocity_on_leave to 3.x #56569

As discussed/requested in #50166, this PR backport the setting that allow to choice the behaviour when you leave a moving platform.

I managed to fix the corrupted cache in the 3.x branch, it should now pass CI after a rebase.
