Add `/:username.keys` path

It is useful when i. e. configuring access to other servers using some provisioning system or CoreOS config file.

So how does that work? Everyone can see everyone else's public key?

Yes. Try it by yourself on GitHub. It isn't security issue as long as you use public key authorization (the worst thing that can happen is that someone give you access to their machine).
