SBOM column showing Not Generated and SBOM download link not working

How to reproduce?

1. deploy two Harbor registries with SBOM supported, harbor1 and harbor2
2. push an image (image1) to harbor1, and manually generate SBOM
3. create a push-based replication from harbor1 to harbor2, which replicates library/image1 from harbor1 to harbor2
4. trigger the push-based replicate, and verify the following on the destination registry:
5. please check the SBOM column displays Not Generated. Should this be SBOM details with a hyper link?
6. please check that the DOWNLOAD SBOM button/link doesn't work. (it does not download a sbom file to the local machine)
