Updates all uses of
iamandlongrunningfromgenprototo instead use those submodules incloud.google.com/go. This allows us to begin migrating the import paths for the modules in googleapis.At the same time we are fixing several Bazel dependency issues that actually allows to upgrade things and execute them in googleapis.
