Reduces vulnerabilities from 11 -> 0 (These are development dependencies and not part of the bundle)
The major one here is Lerna - it builds locally etc. but might be worth pushing a release to make sure.
(I've checked there BREAKING CHANGES section of the 4.0.0 changelog and cannot see anything of concern)
I have manually resolved several development dependencies after checking their change logs.
I couldn't see any major changes in their API's (from changelog/commit history)
I have checked our dev tools still work as expected and the build is unaffected.
