What this PR does / why we need it:
Add another set of throughput units: counts/sec (cps) and counts/min (cpm)
Although cps/cpm are used in radiology they can be seen as a more general set of units for rates of values without units. Image you have a metric for a total cumulative number of database connections and want to graph a rate of it. The resulting unit of the rate would be 1/s or 1/min. This doesn't read well especially when used with short units: "10k 1/s". Hertz is used for period events and it reads strange when used in the context of rates.
