Promtail: use --client.external-labels for all clients #2474

We generally deprecated the use of the single client config in our config file examples however the command line flag --client.external-labels only applies to the single client config.

This PR takes the values from that flag and applies them to all the clients in the multi-client config section.

If someone wishes to have a diferrent value for a given key for a client they can specify it in the config file.

Different to the normal order of precedence a specific yaml key=value will replace what's in the command line if there are matching keys in both.
