token conversion in envs

The following config:

  "envs": {
    "NODE_EXPORTER_VERSION": "!version!",
    "NODE_EXPORTER_PORT": "9100"
  }

Produced the following environment file:

$ cat /tmp/rpm-envs252777449/node-exporter.sh 
#!/bin/bash

NODE_EXPORTER_VERSION=!version!
NODE_EXPORTER_PORT=9100

export NODE_EXPORTER_VERSION
export NODE_EXPORTER_PORT

The !version! is not being converted to a version.
