Publish a blog post announcing the Metrics pages

User Story

In order to be aware of metrics pages capabilities, agency POCs wants to be notified of the existence and content of new metrics pages.

Acceptance Criteria

• GIVEN an agency POC wants data on metrics from data.gov
  WHEN a the metrics pages are ready
  THEN a blog post is published describing them
  AND they are sent an email notifying them of the blog post
