Create tests for certifier #254

Currently, the certifier relies on the graphDB to query and update/create components as needed. Once the abstract via graphQL is done, replace the cypher query and create test cases for the missing functions.

Missing tests for certifier.go and root_package.go

PR #266 add tests for certifier.go. The issue is still open until root_package.go tests are added.

Completed with #634 which added unit tests for root_package.go and source.go via graphQL
