OCI releases for wasm build / WAPM issues #11

Spin can use OCI images of wasm binaries now, I'd like to release them (automatically).
If WAPM doesn't support the latest build we might have to drop it.

WAPM publish is broken: wasmerio/wapm-cli#242
This fixes it but it isn't released: wasmerio/wapm-cli#305

Looks like we'll have to drop WAPM publishing until they release the fix.
