Updates to Hadoop documentation

The following updates need to be made in the Hadoop section of the welcome.rst file.

• Change the description for -nthreads. This should be the maximum number of parallel threads of execution. This is usually capped by the max number of vcores.
• Change the text for http://docs.h2o.ai/h2o/latest-stable/h2o-docs/welcome.html#limiting-cpu-usage. "To limit the number of CPUs used by H2O, use the -nthreads option and specify the maximum number of vcores for a single container to use. The following example limits the number of vcores to four..."
• Remove the note in the http://docs.h2o.ai/h2o/latest-stable/h2o-docs/welcome.html#limiting-cpu-usage topic. It is no longer true.
