Let admins configure default search options state

Right now an advanced user has the opportunity to change how the search behaves using this dialog:

The goal of this issue is to allow setting map-specific defaults for most of the settings above, using Admin UI. I realise that the first option (limit which search sources are active) is not a good candidate for this, but all other settings should be administrable from Admin UI.
