Describe the bug
We're using WMTS for some of the background maps, using the development branch, these seem to be missing from the background tab. If a WMTS layer is chosen as the starting map, the map is loaded correctly. Are there any changes made recently that results in them disappearing?

Expected behavior
WMTS layers should be available in the background tab.
