Add a toolbar containing doodad tools

I believe it would be a much better interface if we had the tools ; brush size & tile flags in a toolbar, it gives a better feel while using the interface as well, while also adding file open, new map and such.

I personally loathe toolbars, they take up so much space! You can always make it an option though.
