Unfortunately I think that Belarus recently fell under Russia-related US sanctions, which we don't have any individual control over. These were updated this past week, and probably only implemented just now by Fastly. There may be more information available through the links on our Trade Controls page.

Who would have thought that Putin's KGB, army forces and Lukashenko's government use terraform?!
But they blocked all the IT engineers. That's how personal sanctions are enforced. :(

We are having similar issues on a Germany based server. It seems to work when downloading from the host system, but for some reason inside of a Docker container we are getting this error.

@arjanfrans Your issue is likely unrelated, and is likely some type of networking issue. If you can track it down to a Terraform bug, please open a new issue with all of the requested details.
