Add IoT packet-verifier messages

This is for publishing a summary of Helium Packet-Router (HPR) reports after digesting a single S3 file.

This is the command I've been running to make sure the formatter in CI doesn't yell at me.

clang-format -style=Google -i src/iot_packet_verifier.proto 

I brew installed clang-format. Don't know what needs to be done for Linus machiens.
