Adds an "Always on top" setting which makes Heynote stay afloat on top of other programs.

I've only tested this on MacOS, so it needs to be tested on Linux and Windows.

Resolves #38.

If you include this in the next beta release, I'll test it on Windows. I'd love to to see this merged for 1.7. I think this feature combined with the tray feature could be a really great combo.

@NoahAndrews Merged and released in 1.7.0-beta.2. I tested it quickly on my Windows computer, and it works AFAICT, but more testing would be great!
