Shameless Plug Incoming...
For anyone interested in a PyTorch implementation of Decima, I implemented one for my Master's research project, and it can be found here. I also made some enhancements to the RL algorithm and GNN model, and added a simple renderer. I am happy to answer questions about Decima, to the best of my understanding, as I spent a lot of time precisely recreating it.
