Allow per-dataset filtering thresholds

For a variety of reasons, some datasets (e.g. 10X multiome) may require different thresholds for whether cells or genes are included in various downstream analysis steps. Create a mechanism to expose these parameters to data providers, probably similar to how we read the expected_cell_count fields.
