Moving between groups confuses the Post button

1. Create a new annotation in Public, don't save it yet.
2. Move over to group Foo
3. Move back to group Public

Expected: the unsaved public annotation's Post button should say Post to Public

Actual: the unsaved public annotation's Post button says Post to Foo

At this point if you click save on the annotation in Public it will disappear, and if you switch over to Foo it will be in there. (And on the server, looks like it was actually saved to Foo not Public.)
