  1. meta-openpower: ipl: Fixed the yocto override syntax 

    In this patch, using the ":" instead of "_" because the phal-devtree
recipe did not trigger so the phal specific environment variables are
not set in shell session that causes the issue for the phal-based
tools (ecmd, istep, attributes).
