@jortensi reported this error on Falcon. We should check the version of git before issuing the command to check libMesh status.

- Don't notify the user if they have MOOSE_DIR set through an environment variable
closes idaholab#5052, refs idaholab#4973

If a developer has a MOOSE_DIR set but not LIBMESH_DIR, we should
still throw an error when their libMesh is out of date because we
know they are using the submodule. If however, LIBMESH_DIR is set
just do nothing.
