Running on port 8080 is causing problems with the default CKAN site_url. Tried a few ways to change the site_url in the ckan.ini generated by the docker image.

A quick unstatisfying workaround for this should be to edit the Vagrant file to map guest port 80 to host port 80 (instead of 8080) and run vagrant as root.
