I just came across the Web Annotation Architecture Document produced by the W3C Web Annotation group. I think that it lays out a very clear technological implementation for user-comments/annotations. I think that it would be a good idea to see if they have existing or upcoming implementations to extend/use.

I have been told that the current group is VERY linked data focused and may not produce something that meets our needs, but they put a lot of thought into the architecture, so that is nice.
Good to know at least to make sure that data models are expressive enough to be later rendered in some LD compliant way. Also good to see that Hypothes.is is on board.
