GitHub issue bot: OCR for screenshots #76

When a user posts a screenshot to a GH issue, the bot can OCR text out of it and update the comment to include words it found in a <!-- comment block -->, so human readers aren't distracted.

Need to check whether comment text is indexed by GH for issue search.

Hey @imjasonh! I've just made a GitHub Action based on this idea - thehanimo/ocr-bot. Comment blocks weren't searchable so I put them in a collapsible section.
