Add license-checker to scripts

npx license-checker can output any changes to licenses that are contained in dependencies. This is particularly useful for agencies (like Infinite Red) who do work for clients who have a vested interest in vetting dependency licenses.

license-checker can be configured to either output (passively) to a file, or actively stop commits.

This issue is for discussing adding this feature to the Ignite boilerplate.

So the goal is to add a script in ignite that trigger this license-checker ?
