62304 and 14971 TODO items need implementing

The templates have several TODO items. Many are necessary ones aimed at rdm users. They need to expand those to meet their specific situation. But some are really aimed rdm developers marking incomplete areas. The templates should be expanded to implement the latter. It would be useful, as a first step, to clearly mark which TODO is for whom.
