Context

• This PR adds a TODO for drep registration certificate mixed with spo registration (clean-up) #198 (comment) (will be addressed in a separate PR, see Update to cardano-api-8.24 #324 (comment))
• The descriptions for the Conway protocol parameters are TODOs still.
