Preview new tracing system, updates and adds to alerts/dashes, fixes faucet on 8.10

Overview:

Sets cardano-faucet-ng to 8.10 which fixes a sanchonet faucet instability, and mithril[-ng] to 2418-1. Adds a new cardano-node tracing system preview to some machines with corresponding dashboards. Cardano-node alerts have been refactored into several rulesets which include some new alerts as well as new tracing system alerts. A job for spinning a cardano cluster up using a new underlying cardano-cli mechanism, create-testnet-data, was added and integrated with the Justfile start-demo recipe. Includes other misc tuning and improvements. See cardano-parts PR#40 for additional details on upstream improvements.

• Bumps capkgs for faucet-ng to 8.10 and mithril[-ng] to 2418-1
• Bumps cardano-node-service-[ng] to 8.9.2 / 8.10.1-pre
• Adds USE_CREATE_TESTNET_DATA option for Justfile start-demo to use a create-testnet-data spin-up method
• Adds new cardano-node tracing metrics dashboards and alerts
• Adds new cardano-node alerts ruleset refactor
• Adds new cardano-node alerts for missing blockHeight data, missing forged blocks and chain divergence
• Adds new cardano-custom-metrics module
• Updates cardano-node dashboard for custom-metric localhost ping latency
• Pins preprod3-bp-c-1, normally a pre-release block producer, to mithril since mithril-ng may not always be compatible on preprod
