Which compiler to use for SPIRV code

When I made a CI I have activated oneAPI compiler to build SPIRV code here:

numba/buildscripts/condarecipe.pydppl/build.sh

Line 9 in ec8862c

$CC -flto -target spir64-unknown-unknown -c -x cl -emit-llvm -cl-std=CL2.0 -Xclang -finclude-default-header numba/dppl/ocl/atomics/atomic_ops.cl -o numba/dppl/ocl/atomics/atomic_ops.bc

Should it be onaAPI compiler or LLVM compiler is also ok?

I think both is ok but to be safe let's keep using oneAPI compiler.
