What is the current behavior?

Issue Number: #20697

What is the new behavior?

• Changed % to use vh
• This was not an issue in v4 as had some extra hacks to compute the proper offsets (left over from the v3/ days when I presume vh did not have adequate browser support).

Does this introduce a breaking change?
