use FullPath instead FileName for GetFileAttributes

Needs the commit signoff fixed, and need someone to verify this fix does work on windows. This PR is over a month old, so a contributor can take over and redo the fix with a correct license sign off. |

I verified this manually on windows. I'll go ahead and PR this change in with proper signoff |
