When you @-mention enough people in a given comment, only the first ten @-mentions are linked to the user's profile and generate a notification. This limit should be removed.
This is supposedly for spam prevention, but it's more harmful than helpful. It's trivially bypassed by commenting multiple times. Furthermore, the limit is present even on private repositories, where only trusted users can comment anyway.
