So far `cache-control: public` was sent, which invokes more aggressive caching than `cache-control: max-age=600` that's sent on cache == true

In case of
cache: falsewhat should be set iscache-control: no-cache, insteadcache-control: publicis set, and that turns on even more aggressive caching than defaultcache-control: max-age=600
