Partially empty blocks produce SHP count of 1 instead of 0 #293

Attempting to stitch SHP rasters per burst is failing

Hovering over the dark pixels near the valid data shows 1 instead of 0. This is likely from some coherence matrix or SHP counting which outputs 1, even when there's no data, for blocks which are partially covered by data
