We can partly solve the issue iterative/dvc#3450 by having it documented
(i.e. about AWS_CA_BUNDLE).

One idea that I have in mind is to have certs=<path/to/cert> in our remote configs so that could be used by default instead of these env variables: REQUESTS_CA_BUNDLE, AWS_CA_BUNDLE (we could support s3 and http for now).

@skshetry if this is still relevant please if possible contribute the change or a draft at least and we'll take it from there. I.e. we do not oppose this but also don't currently have capacity. Feel free to close it otherwise, thanks. Cc @dberenbaum
